The issue of retaining garden storage comes up often when building garden rooms. In this case the solution was to set the garden room centrally and forward of the rear boundary, creating a space for the discrete storage room behind. Another advantage of this approach is that the garden room, being more than 2m from the property boundaries, could be 3m tall and still comply with Permitted Development rules.
